A web host, blogger, forum administrator, or another Internet service provider is liable for the content that appears on his or her webspace, regardless of whether that content comes from customers or users (if the legal conditions are met) or by ownership. Often when violations of copyright (note: even hyperlinks to other websites may be criminally sanctioned) are detected, a notice and takedown procedure is initiated.

This procedure requires that the infringing content has to be removed or blocked as soon as possible from the web space. If there is a rapid removal (only required if the request is legitimate), a liability claim can often be avoided.
